Strengthening the performance of contracts at Local Government level in Uganda
This report presents an analysis of the implementation of public procurement implementation at the local government level through an in-depth contract monitoring exercise in 6 selected districts of Mbarara, Ntungamo, Kabale, Kanungu, Nebbi and Pakwach for FY 2018/19. The exercise was meant to determine the extent to which public contract information is disclosed; the level of citizens’ participation in public contracts; the extent to which contract
execution meets contract requirements; and to provide the government with feedback on contract performance in project districts.
The contract monitoring exercise focused on the leading social services sectors: Health, Education and Water to ascertain the implementation of the public procurement contracts and efficiency of the service delivery overall. The information was collected using the proactive and reactive measures in
tandem with the Access to Information Act, 2005; PPDA Act, 2013; PPDA regulations, among other policy and legal frameworks.
The final report was validated with the local government heads and officials of the districts who provided feedback and commitments to improve on the state of public procurement in their districts. Validation was done in collaboration with UCMC partners.
