Shadow Report on the status of implementation of the Access to Information Act 2005 in Uganda

The Africa Freedom of Information Centre (AFIC) and Hub for Investigative Media have in this report outlined a number of recommendations for effective implementation of the ATIA 2005. However, we believe that the intervention of the Parliament of Uganda to compel MDAs to comply with section 43 of the ATIA 2005 will serve as the single most important remedy to the current ATIA implementation bottlenecks.

In addition, there is a need for Parliament as an oversight body of Government to compel MDAs to have guidelines on ATI. If necessary, sector budget approvals should be based on compliance with this important section of the ATI Act as there is a strong correlation between transparency and accountability of public resources.

To remove excuses for non-compliance, Parliament should provide more funds to MDAS to mainstream ATIA activities.
